The Chamber's Economic Outlook Breakfast has been held annually for over thirty years. The primary purpose of the event is to share the keynote speaker's perspective and insights regarding the economic prospects for the Commonwealth and Cape Ann in the coming year.

This year, our featured speaker is Jim Brett, President and CEO of The New England Council.

Founded in 1925, The New England Council is a non-partisan alliance of schools, hospitals, corporations, and other private organizations throughout New England, working together to promote economic growth and a high quality of life in the region.  It identifies and supports federal policies of importance to all six states, and advocates for its membership regionally and nationally.  As CEO, Mr. Brett has been a leading voice in advocating for public policy issues such as health care, education, financial services and energy throughout New England and Washington, D.C.

Before joining the Council, Mr. Brett served for more than fifteen years as a member of the Massachusetts House of Representatives, where he chaired both the Banking and Taxation Committees. 

In addition to his work at the Council, Mr. Brett is also tireless advocate for people with intellectual disabilities.  He has served as the Chairman of The President’s Committee for People with Intellectual Disabilities, and in 2018, was re-appointed by Congress to a second term on the National Council on Disability.  He is also Chairman of the Governor’s Commission on Intellectual Disability and serves as the Chairperson of the Massachusetts Disabled Persons Protection Commission. 

Mr. Brett holds a Bachelor’s degree from American University, and Master’s degrees in Public Administration from both Suffolk University and the John F. Kennedy School of Government at Harvard University.
